Life and business success of a company in modern conditions primarily depends on the knowledge and skill of the management team. Business decisions are based on information, and acesss to information depends on knowledge and capability of managers. Work of small, medium and large companies in Montenegro has faced difficulties like:

   -  Lack of finances,
   -  Lack of profit-oriented projects that respect business environment and comparative advantages and available resources,
   -  Economy that is not synchronized with work distribution and tendencies in the world market.
   -  Poor traffic infrastructure,
   -  Other problems related to the ones mentioned above.

Nevertheless, the greatest problem of all is the lack of staff. Staff is a dominant factor that influences the success of a company. They create the business politics of the company and indirectly effect the macroeconomic ambient of the country.

Small and poor economy of Montenegro, faced with such restrictions and inappropriate educational system, cannon deal with the lack of staff., and the low productive and economical structure and debts are not an ambient for educating good staff. The best illustration of that is the average wages in most companies, specially in those who create new value (energetics, tourism, agriculture).
